Selectmen’s Meeting of June 22, 1999


Present:  Chairman Daniel Webster, Judy Murdoch, Peter Jones, Charles Flynn and Executive Secretary Joseph Nugent. Kuchinski arrived at 7:35 p.m.

I.  Chairman Webster called the meeting to order at 7:10 p.m. by announcing the vote taken in the June 15, 1999 executive session:  The Board voted to suspend Officer Brian Snow for one day.  

II.     At 7:15 p.m. Murdoch made a motion to go into executive session under items # 6 to discuss Plymouth County Hospital Property and #2 to consider the discipline or dismissal of a public employee and #3 to discuss strategy with respect to collective bargaining second by Flynn.  Roll call vote:  Murdoch, aye; Jones, aye; Flynn, aye; Webster, aye. 4-0 Vote.  Kuchinski arrived during Executive Session.

III.    The Board returned to open session.  Chairman Webster announced the votes taken in Executive Session:  two votes were taken regarding the Union which will not be disclosed at this time.  The third vote taken was regarding land owned by Mr. Nugent which was referred to Town Counsel for investigation to review process and any possible impropriety of any employee.  4-0-1 (Flynn abstained)  

IV.     Vote Reappointments:
Motion by Murdoch, second by Flynn to appoint the following:
Jeanne Walsh - Insurance Committee to expire 6/30/00
Jonathan Hanlon- Insurance Committee to expire 6/30/00
Judy Braley- Insurance Committee to expire 6/30/00
5-0 Vote.

Motion by Murdoch, second by Flynn to appoint the following:
Lee Howard Baker- Nathaniel Thomas Mill Committee to expire 6/30/02
Marcia Baker- Nathaniel Thomas Mill Committee to expire 6/30/02
5-0 Vote.

Motion by Murdoch, second by Flynn to appoint the following:
Kathleen Dyer- Old Colony Elderly Services to expire 6/30/00
Eva Burton- Old Colony Elderly Services (alternate)  to expire 6/30/00
5-0 Vote.

Motion by Murdoch, second by Kuchinski to appoint the following:
Edward Bates - Parks and Fields Commission to expire 6/30/02
Robert Hayes - Parks and Fields commission to expire 6/30/02
5-0 Vote.
Vacancy - Parks and Fields Commission to expire 6/30/02
        (Ruth Ann O’Kane does not wish to be reappointed)


Motion by Kuchinski, second by Flynn to appoint the following:
Judy Murdoch - Plymouth County Advisory Board to expire 6/30/00
Peter Jones- Plymouth County Advisory Board (alternate) to expire 6/30/00
5-0 Vote.


V.      The Board discussed the hours of operation for the five day work week. Nugent discussed the move over to the new building.  There are still some problems with the phone system which should be fixed by Thursday.  We are unable to hook up answering machines at this point.  The Board also discussed when they will implement the new five day work week.  July 12th is the date that was the date agreed upon by the Selectmen which is the first full week in July.  Motion by Jones to open the Town Hall from 8:00 a.m.- 4:00 p.m. Monday through Friday and Tuesday Nights from 6-9 p.m. with 8:00 a.m. - 12:00 p.m. being set as the core hour, second by Flynn.  5-0 Vote.

A press release will be issued by the Selectmen’s Office.

VI.     Webster let the Board know that the ducks are eating the seed for the new lawn and also leaving droppings all over the parking lot and it is being tracked into the Town Hall and we need to do something about it.  After some discussion the Board agreed on a repellent that is not harmful to put on the lawn. For the dropping problem, Lila Coyle suggested the Fire Department use there hoses to spray the parking lot and sidewalk.  Murdoch believes the geese will settle back into their routine once the grass grows.  

VII.  Nugent read a letter from Harold Towne- Historical Society,  requesting a Common Victualler’s License for June 25th 5:00 - 8:00 p.m. for the Strawberry Festival and September 18th from, 9:00 a.m.- 3:00 p.m. for the Annual Harvest Fair both events to be held on the Historical Society’s Grounds.  

Motion by Jones to grant the Common Victualler License for the 2 events, second by Flynn.  5-0 Vote.

Motion by Flynn to adjourn, second by Murdoch.  5-0 Vote.  Adjourned 9:45 p.m.
